Open Question: How would I start my own background check business?

I was interested in starting my own background checking business online; such as look up records for potential employees on behalf of companies. I was a collector and so therefore am a strong skip tracer and know what programs are needed to use online to find a person. I know I have to pay for services online and am willing to pay IF this idea works. I would like to know more about the laws needed to start this sort of business so as not to cross any boundaries that will cause trouble in the state of Texas, and how to get this business launched ASAP since I am on a tight budget.
