Open Question: How do I regulate hot water radiators?

So my wife and I recently bought a home in northern Illinois an it has hot water radiators for heat. I know absolutly nothing about these things. Heres my question. How in the world do I get the to put the same amount of heat. The downstairs is absolutly freezing and this afternoon I put my kids down for a nap and it was 7 degrees outside and it was so hot upstairs I had to turn the A/C on. What the hell. Someone please help.
