Open Question: How to reach this fuel efficiency?

I just recently bought a used Mitsubishi Magna ’94. Now, it’s been sitting in a retirement home for the last 6-7 months, the previous owner having died. But that man LOVED this car,it is in amazing condition, the engine is clean, the air con is cold as ice (thank god it’s summer). Now, the old man even bought a book about the car, and under the fuel section where it has fuel efficiency, he has highlighted it and written “accomplished”. I asked his son, and he said that yes, his father had this car using as little as 8L per 100KMs.
But, in the past week I’ve driven it, it’s fuel efficiency has been 16.84L per 100KMs =/. I was told by a friend that because it’s been sitting so long the engine needs time to recirculate fluids and re-lubricate itself. Is this true? and does it affect my cars fuel usage?
Also..I filled the car up with E10 Unleaded (the 10% ethanol), I was wondering if Unleaded or Super Unleaded would provide a better fuel usage, because I’ve been told that it will.
Thoughts? Any additional ideas on fuel efficiency would help
